The Health Care Exchange in Southern West Virginia: Access at Last?

This is a longitudinal study that will create a focus cohort of individuals from southern West Virginia impacted by the Health Care Exchange. It will assess the level of expectation and anticipation at the onset of each individual’s entry into the exchange and after one year of participation, revisit the issues, analyze perceptions regarding adequacy and affordability of the program to initial expectations. The advent of the Health Care Exchange provisions of the Patient Protection and Affordable Care Act (ACA) has created a new dynamic in medical care. Individuals previously limited in ability to gain access to the medical community due to inadequate financial resources now will be able to do so. One measure of success of this endeavor depends, to a significant degree, on how well the initial expectations of the enrollees regarding the adequacy the program to meet needs in a financially viable manner are met. The author proposes to present the design of this study and discuss preliminary results at the 2014 Appalachian Studies Conference.
