Photo of Ira J. McGinnis, Judge of 8th WV Circuit dated May 14, 1888, b&w. (no backprint) back reads: presented by Ira J. McGinnis, Judge of the 8th Judicial Circuit of West Va. May 24th, 1888 (McGinnis was prominent lawyer and judge in Cabell Co. He was original captain of the Border Rangers, which became a Confederate company in the 8th Virginia Cavalry, CSA in the Civil War.
