Abstract
On December 7, 1941, the Japanese troops attacked the American fleet at Pearl Harbor. This incident brought the United States into . the Pacific War against Japan. In order to counter Japanese pressure on China and Southeast, in addition to the increasing quantities of Lend-lease material being sent to China, in the Spring of 1942, Washington sent General Joseph Stilwell to China as Commander-in-Chief of the China-Burrna- India Theater (CBI) to "increase the effectiveness of U.S. assistance to the Chinese Government for the prosecution of the war and to assist in improving the combat efficiency of the Chinese Army. "A West Point graduate, veteran of World War I, and an old China-hand, Stilwell had made several trips to China in the previous twenty years. He knew China well, spoke Chinese, and had a deep respect and love for the Chinese people. But because of the different war aims between Washington and Chungking, the different war aims among China, ~- / the United States and Great Britain, the different attitude towards the Chinese Communist Party (CCP) between Stilwell and Chiang Kai-shek, and the different views on the control of lend-lease materials, General Stilwell did not get along well with Chiang Kai-shek during his mission in China.
