Dealing with Social and Environmental Problems in the Ukrainian Carpathians
Session Abstract or Summary
The session deals with social problems in the highland region of the Ukrainian Carpathians. Strategies of local communities targeted at supporting and preserving highland environment, cultural heritage and local traditions are analyzed in the above session. Special focus is made on solution of social problems, peculiarities of sustainable land use and environmental programs.
The presentations within the above session deal with environmental problems and environmental legislation, excessive use of land, water, forest and mineral resources in the Ukrainian Carpathians, highlanders’ social and educational problems; cultural life etc.
All presentations will be in power point accompanied by images and short videos enabling the conference participants and guests to see “multi angle palette” of the unique Ukrainian Highland Area and understand social and environmental problems the region is struggling with. A lot of informational brochures, books and photo albums illustrating the above issues will be presented at the session.
Presenters will use analytic and statistic data of different researches, official documents and materials of Ukrainian legislation and international collaboration agreements between the countries of the Carpathian Region. The Carpathian Region is one of the largest European highland regions with more than 20 million residents, home to more than one third of continent flora species, plays an important cultural and economic role.

Preserving Ukrainian Carpathians: Law’s Provisions and Present Day Realities

Unsustainable use of natural resources has caused many environmental and technological problems in the highland region of the Ukrainian Carpathians. Uncontrolled deforestation in the Carpathians, lack of high-quality sustainable development projects, insufficient technical and informational support have been among the most serious problems. The violations of the Constitution and environmental laws have increased significantly in the above highland region. The main goal of this presentation is to show and to eliminate the problems and “gaps” in the Ukrainian legislation concerning environmental issues and development of the region and offer efficient solutions. Unsustainable use of the natural resources of the Carpathian Mountains has caused a number of serious environmental problems. Carpathian forests have been depleted and endangered both by unsustainable logging, chemical pollution, acid rains and big industrial centers. The presenter will make a focus on how to effectively deal with the above problems. International cooperation of all countries of the Carpathian region and the world is really important. Researchers from Ukraine, Russia, Romania, the United Kingdom, the USA, including Andreytsev, Hetman, Komarnytskyy, Lazor, James Redder, T. Olson have studied the issues highlighted in the presentation. The paper is based on a number of research works in the field of legislative protection of high land regions. The presenter uses the experience of the US institutions concerning the environmental protection of highland regions. This power point presentation will contain analytic and statistic data of different researches, official documents and materials of Ukrainian legislation and international collaboration agreements between the countries of the Carpathian Region.

DEPRESSION CONDITION OF THE UKRAINIAN CARPATHIANS AS A RESULT OF EXCESSIVE NATURAL RESOURCE USE

In recent decades, human impact on the environment greatly intensified. Many such activities are closely related to using natural - resource potential and thus accompanied by environmental pollution and ruin. Irrational and excessive use of natural resources has a significant influence on the ecosystem.
This global issue is a huge concern for western Ukrainians, particularly those living in the Carpathian regions. With this paper we highlight the problem of excessive use of land, water, forest and mineral resources. Consequently it results in not only complications of ecological situation in Carpathian regions but also causes numerous social and economic problems. The major of them are decline in social standards, unemployment, degradation of younger generation, etc.
We display relationship between nature and community on the unique example of processing potassium-magnesium fertilizers in the town of Kalush (western Ukraine). This process resulted in a significant amount of salts which fell into the wastes. Today the accumulated waste in shallow soils and local river system causes huge environmental damage.
Uncontrolled deforestation and timber export became another serious problem for Carpathian terrain and reached the scale of ecological disaster.
In the paper we also intend to offer solutions for preserving natural resources and improving ecological situation of the Ukrainian Carpathians. We will provide visual material based on our research.
We are sure Appalachian studies have dealt with a broad spectrum of regional social and environmental issues and we’d like to get some fresh ideas for solution.

Preservation of Cultural Life and Female Beauty in Extreme Carpathians
Presentation #3 Abstract or Summary
The ethnographic issues that emerge at the present stage of the globalized market development include preservation and development of female beauty as a part of spiritual culture of nations and their ethnic groups. The paper will illustrate striking similarities of Carpathian female highlanders’ hairstyles and their headgear with the ones traditionally worn by Appalachian women. The presentation will also focus on the traditional hutsulian highlander’s hairstyles and different headgear and how they have inspired Carpathian women of the 21st century.
Aspects of woman’s image and style have been studied by L. Brown, S. Johnson, N. Snow, S. Rich.
The paper gives detailed analysis of the historical aspects of female hairstyles in the Ukrainian Carpathians and women’s headgear. Since ancient times, different world cultures paid special attention and importance to hair. Customs and rituals related to hair reflected the faith of our ancestors and in its extraordinary power. In this paper, the author analyzes the hair and magic, folk hairstyles, hair in different highland rituals.
Based on historical analysis, this power point presentation will illustrate images of Carpathian hairstyles and headgear. At the end of the presentation there will be a brief master class.

Teacher’s Status in Depressed Highland Areas of the Ukrainian Carpathians

The author analyzes the problems of a secondary education in depressed rural areas of the Ukrainian Carpathians. A lack of financial support and facilities as well as weather and nature conditions puts the educational process at risk.
Under challenging conditions of mountain area a teacher’s role and status has been changed. A Ukrainian village teacher has to struggle to exist. According to the research, nearly 80 % of village teachers of the Carpathians have private agriculture farms. Thus a teacher is not an educator, he is more like an agriculture worker. This fact makes a teacher’s social status rather low. Besides, the average salary of teachers in rural schools is nearly 200 $ per a month that is obviously not enough for welfare living. Due to these facts graduates are not motivated to teach in highland areas.
The problem of a low teacher’s status in rural areas of the Ukrainian Carpathians has been previously discussed at different international conferences; the issue is also studied by "Ukrainian Carpathian Mountain School" Journal.
