Abstract
Civil service is powered by the pursuit of fairness and to reduce corruption in government agencies. This paper investigates how the system of civil service negatively affects the quality and effectiveness of law enforcement officers. Many believe police officers are civil servants who hold positions of public trust and a civil service system is required to meet the distinctive personnel objectives associated to the profession. I argue that because of the nature of the job, the particular environment, and the demands of law enforcement officers are reasons civil service regulations impede the integrity of that responsibility.
