Workforce Development is all about others. Claudia George has been the Director of Field Operations for WorkForce West Virginia since January 2013. Ms. George manages 160 staff engaged in job search activities, delivery of unemployment compensation benefits, and job skills training. Her department also manages a variety of tax incentive programs that support job placement. Previously, Claudia held positions throughout North Central West Virginia overseeing the design and launch of a one stop delivery system approach where job seeking individuals can receive professional assistance and support from collaborating community partners. She has served on the boards of several non-profits and is currently a member of the WV Region 6 Workforce Development Board.

Donna Martino currently serves as the MultiFamily Development Officer for the West Virginia Housing Development Fund. Mrs. Martino came to the Fund in 1993 and heads the organization’s North Central WV office. She works with public and private entities throughout the state to promote and implement Housing Fund programs. She holds a bachelor’s degree from Fairmont State University, has completed many commercial lending courses including NDC’s Housing Development Finance Professional Certification. She lives in Bridgeport with her husband and their two daughters.
Ms. Mary Skeens, Executive Director, Community Works
Edward E. Stephen is the Federal Highway West Virginia Division Administrator. He directs a multi-disciplinary staff consisting of engineers, planners, civil rights specialists, finance specialists, and administrative professionals. His office is responsible for administering a $460M annual Federal-aid Highway Program in West Virginia. Prior to becoming Division Administrator, Edward served for five years as Assistant Division Administrator in Washington, D.C. where he championed their Stewardship and Oversight Agreement, Transportation Performance Measures, and Civil Rights Program. He served eight years in the Missouri Division as Urban Transportation Engineer, Field Operations Team Leader, and Civil Rights Manager. He also worked in FHWA’s Maine and Wyoming Divisions. Edward began his career on September 10, 2001 as an Area Engineer in the Texas Division after spending 16 years with the Texas Department of Transportation. Edward is a former Seguin Texas NAACP Branch President. Edward’s motto is Engineering is his profession but Civil Rights is his passion. Edward earned his Bachelor of Science Degree in Civil Engineer from Southern University A&M in Baton Rouge, La and is a registered licensed Professional Engineer and a licensed ordained Baptist Preacher.
