Abstract
Prior to the passing of the County Unit Law by the West Virginia Legislature in 1933., a number of school districts were transporting children to public schools in the interest of both economy and better school opportunities for the children. By 1933 it was apparent to all that the only way to meet the demands for economy through consolidation of schools was by means of pupil transportation. The school year 1934-35 was the first year when all counties in West Virginia reported the transportation of pupils at public expense. This authority to transport school children was vested in boards of education by section 13., Article 5., chapter 18 of the Code, as amended by chapter 8 Acts or the Legislature, First Extraordinary Session., 1933. Section 6., Article 6 of chapter 18 as amended, also provided mandatory transportation for high school pupils or tuition fees to a high school in an adjoining district.
