Abstract
Effective schools frameworks describe the evidence-based practices implemented at schools, including those with disproportionately high levels of students living in poverty, that have high levels of student achievement (Edmonds, 1979; Lezotte, 1982; Lezotte & McKee Snyder, 2010; Padilla et al., 2020; Sammons et al., 1995). This study examined the relationship between the implementation of effective schools practices, as described in the research, and school performance and school improvement, as reported in state accountability indicators. The analysis focused on improvement efforts initiated at 21 West Virginia schools identified in the fall of 2022 for Comprehensive Support and Improvement (CSI) under the state’s Consolidated Plan for the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act (2015). To guide this work, an Effective Schools Framework was developed to explore how teachers’ perceived levels of implementation of effective schools practices related to school performance and school improvement. While select schools identified for CSI achieved some measure of improvement during the three-year identification cycle, most schools remained low-performing. Survey responses were positively skewed, suggesting generally strong levels of perceived implementation across key practices. Although significant relationships between implementation and school performance and improvement were found, the correlations were weak. Focus group findings revealed patterns of educator turnover, and low levels of collaboration hindered school improvement efforts.
